Chief Administrative Officer
Prior to becoming the CEO of Care Design NY on September 1, 2017, Jim had been a consultant primarily working with the Cerebral Palsy Associations of NYS and its 24 Affiliates on policy, strategic planning and financial analysis as it relates to supports and services for individuals with intellectual/developmental disabilities. Most notable is the work that Jim did in support of the first “Be Fair to Direct Care Initiative” that provided salary and benefit increases for DSP’s with the ultimate goal of getting this workforce to a “living wage”.
For most of his career, Jim was a public servant and worked for State government for 36 years with 32 years specifically at OPWDD. Jim served as the Executive Deputy Commissioner during his last 3 years of service and was responsible for managing the day-to-day operations of OPWDD. In this capacity, Jim worked with the Commissioner and agency stakeholders to craft policy; advocate for funding and workforce enhancements; and to ensure the overall quality of care for people with developmental disabilities and their families supported by OPWDD.
During his public service time at OPWDD, Jim is most proud of his work that supported a vision of building a better tomorrow for individuals with intellectual and/or developmental disabilities and the workforce that supports them. This work included the development of many new services, DSP salary and benefit enhancements and service expansion initiatives, most notably of which was NYS CARES which expanded residential services for more than 10,000 New Yorkers.
